If it could, then you should use {'oH} instead of {'e'}.
Because {'e'} refers to the previous sentence as a whole:
{'e' vISov} is translated
"I know, that [it's true what you said]"
But it cannot mean "I know that [fact]".
And this is what Christoph intended to say, I suppose:
"improve IT, the quality" and not "improve that the quality is bad."
