We probably can't say that consonant clusters are "legal" or "illegal" in
Klingon phonology, only that they are (with certain exceptions) rare.
There are several exceptional examples in the case of names:
jemS tIy qIrq
janluq pIqarD
They are of non-Klingon origin, of course.
(And isn't there a G'Trok or something mentioned in KGT?)
