No. As Voragh has pointed out, you simply say, {jIQoch} "I disagree", and
context will make it clear with whom you are disagreeing, and what about.

Philip's right: It would be {yIQochQo'!} "Do not disagree!"

There is no known Klingon noun for "question". For the idea of "I have a
question", use {jIghel} "I ask (a question)" or {jIghelnIS} "I must ask (a
question)."
