Not always.  See below.

Not *always*.  From Skybox card SP2 {SuvwI' taj) "Blade of the Warrior":

...not Hub'eghrupHa' lo'wI'...
"...the user is never caught at a disadvantage..."

So far as I know, this anomalous example has never been reconciled with
TKD's statement that {-Ha'} always occurs right after the verb.
