It's just like "Conversational Klingon": Dorn narrates the background story
and explanations in English, Okrand pronounces the Klingon phrases (along
with 2 or 3 other actors providing English translations of these
phrases). This probably means that they recorded their contributions
separately.
If you want to hear how well - or how badly! - Dorn speaks tlhIngan Hol,
listen to "The Klingon Way" audiotape. Michael Dorn and Roxanne
Biggs-Dawson ("B'Elanna") take turns reciting selected proverbs from the
book, with a little explanation thrown in. Interestingly, Biggs-Dawson's
pronunciation is *much* better than Dorn's even though she had only been
playing a Klingon for about a year when she recorded the tape. It's not
perfect, mind - apparently Okrand wasn't there to coach them - but her
Klingon isn't bad. (She must have done her homework and studied Okrand's
pronunciation on CK and PK.)
