That's from TNG episode "Birthright".

There is an old semi-translation for that song. While we don't know
what the text writers for that episode had in mind, taj'IH (Astrid)
did quite a good job rendering a text sounding approximately similar
to the sung text.

It has nothing to do what is being said in English language (which you
quoted). The english part could be an introduction to the actual
song (taj'IH's one, that is), though.
