I don't know the other languages, but I do recognize the structure.
It might be possible (I said: I don't know) that "Noli me" is something like "not me". In english, perhaps it's
ungrammatical, but you can say it.
In Klingon, one could translate this as *HIQo'*, literally "don't me".

Summary: {Qo'!} is an exclamation, {-Qo'} is a verbsuffix, and no verb.
