Surprisingly, there are NO examples of {mugh} in canon.  Until then, all we 
have to go on is the English gloss "translate" and the derived noun 
{mughwI'} "translator".

OTOH {'oS} "represent" does appear:

   toDuj 'oS rol
   A beard is a symbol of courage. TKW

   qorDu'Daj tuq 'oS Ha'quj'e' tuQbogh wo'rIv
   The sash that Worf wears is a symbol of his family's house. S20

   yay 'oS bey
   This yell is victorious in nature... S31

and is generally used on this list when giving definitions or stating a 
translation based on the TKW and S20 examples.

So I would say:

   SeQpIr mu'tlhegh <<taH pagh taHbe'>> mughta' Okrand:  "To be or not to 
be" 'oS.

   <<taH pagh taHbe'>> 'oS "To be or not to be".
