It sounds like you want this to be "The idea is happy, (you) apparently 
translated it accurately" - "happy" dripping with sarcasm :-) but {qar} 
can't be used as an adverb "accurately". I'd probably just add {-DI'} to 
{mugh}:

{Quch qech; qar DamughDI'} "The idea is happy; it's accurate when you 
translated it."
