Notice that it means either "how many" or "how much". Klingon
does not differentiate between these two questions. Think of it
as "what is the quantity?" which, in English does not
differentiate between "how much" and "how many".
It always follows the noun it modifies. No exceptions have been
noted yet in canon and the wording of the rule is quite clear.

Nope. You made this up. Nothing in canon says this is cool.
