You might want to consider that when a term is used to indicate
rank, Okrand has consistently followed the person's name with
the rank. He does not put the rank first. I would consider
be'ta' to be such a term. Meanwhile, realize that be'ta' is a
word someone here made up. It is not a term Okrand has given
us. That would clearly just be {ta'}.

If we talk about an air traffic controller, we don't indicate
gender. If we see a female air traffic controller, do we start
calling her an air trafic controlless just because in some
other langauge someone might note gender in the term? There is
no reason to believe that Klingon indicates the difference
between an empiror or an empiress.
