We were talking about {-pu'} and {-ta'} only, not all Type 7 suffixes.

The sentence, which you have neglected to quote, is {bIHeghvIpchugh
bIHeghpu'}.
Klingon does not seem to distinguish stative verbs as they work in English.
It has "state of being verbs" and "activity verbs." (See discussion on KGT
p. 117) {Hegh} is an activity verb, and so I have no problem at all with it
taking {-pu'}.

Can you find a "state of being" verb with {-pu'} or {-ta'} on it?
