Maybe you can, but it's not certain. I think you would probably do
better to say {Dochvetlh vIjatlhpu'} or {qechvetlh vIqelpu'} instead.
Of course, Azetbur did say {'e' neHbe' vavwI' [vavoy?]} in response
to a suggestion from one of her advisors, but {neH} isn't a verb of
saying.
