This one actually makes sense.  One day ghunchu'wI' suddenly figured it out.  
It makes sense if you punctuate it like this:

HablI': Su'!  labbeH!
Data tranceiving device, get ready for an order!  Prepare to transmit!

Hardware on Star Trek does accept voice commands.

Another way to interpret this is

Focus on the data tranceiving device!  Ready!  Prepare to transmit!

This one is weird, but notice that Okrand *hasn't* explained it away, against 
your "from the actors' mouths" theory.
