So you think all measurements on {Qo'noS} are in reference to {veng wa'DIch},

I don't. If you're in {veng wa'DIch}, that would do just fine, but what if
you're *starting* in {voSpegh}?
Okrand says in KGT (pp. 16-17):
"southwest of the First City -- to use directional terms familiar to speaks of
Federation Standard"
This suggests to me that the Klingon system of directions works differently
than our north-south-east-west system. It *could* be what you suggest, but we
have no way of knowing that.
Besides, that system is only useful on Qo'noS.
