Ranks etc.

I picked up a while ago that it was now settled that ranks
go _after_ the name instead of the terran way of putting them
in front.
I do remember a discussion about this...8 months ago or so.
Can someone tell me where the final argument came from? Which
evidence showed or excluded the rank in front case?
