You've said "He has started the fire." It's close, but there are some other
ways to say this.
qul chenmoHlu'ta'
The fire has been started.
qul taghlu'ta'
Someone has initiated the fire.
meQchoHpu' qul
The fire has begun to burn. (I used {-pu'} instead of {-ta'} because a fire
doesn't start intentionally.)
