Well, Paramount doesn't say.  The reason for the reference has to do with the
plethora of historical references recycled throughout the movie.

In the 1920s, German diplomats commented to some British counterparts that
Shakespear was best in the original German.  The British diplomats agreed but,
they told their German hosts, "You have to admit, the English translation is
pretty good."

I always envisoned Klingon elementary classrooms where Federation Standard (ie,
English) was taught as a second language.  Works like "Henry V," "Taming of the
Shrew," and, of course "Hamlet" would be Human works that Klingons could
understand.  Appreciating the story would make the task of learning the
language easier.  Imagine a classroom of adolescent Klingons, Chang included,
reciting "To be or not to be" together.
