That's pretty much the size of it. I rather like your <<>> quotes, myself.
The only "rules" I can think of offhand are if you use an English word
(name, concept you can't translate (or are unwilling to translate or are too
lazy to look up)) in a Klingon sentence, it's nice to set it off with
quotes or something (many people use asterisks). This is doubly true
(perhaps even vital) if it's a name that you've transliterated into Klingon
for some reason or another (BTW it's not always a good idea to do this: I
remember once Krankor getting annoyed because someone was talking about a
great new computer game he had played, calling it "*Dum*". After all, if I
wanted to use this information at all, get the game and play it or
something, I need to know the name it REALLY has, not how you might spell
it in Klingon). If you don't mark foreign words, you run the risk of
confusing poor novices frantically flipping through their dictionaries to
find your transliteration which isn't there.
