MORE Klingon in print!!!

Just a note on Klingon being  in  print.
Got a  call from a student  of mine whose friend said there was a 
STAR TREK parody in MAD Magazine. On  top of that there was
a  recuring  Klingon  phrase that  he wanted me to translater for 
him.

The phrase: cha'  'Iwchab  vagh ghargh wIghaj

Having not seen the issue I cannot tell  you the context of this
unussual sentance.
