So, why did you decide not to use voDleH?

Besides, I think there's a difference between king and emperor, so how
about che'wI'?

..or qumwI' and ghojmoq?

I believe Klingon governors do rule entire planets, and, re-visiting my 
comments about the setting, there was no Klingon Emperor around at the 
time.
