Type 5 noun suffixes go on the adjective, not the noun they modify.  'ay' 
loS DoD loS yIlaD.  Also, {jIH} is the object, not the subject of {ngoy'moH}. 
De'wI' law'vaD mungoy'moH Qu'wIj.

I don't think {toy'} is the word you want.  Perhaps something like {ghaq} 
would be a better choice.

In constructions of this type, if the subject is a noun, it needs the 
{-'e'} suffix.  'ay' jav DoD wej yIlaD.

[Europe]Daq bIH cha' Daq'e'.
