It is very simple:

tlhIngan Hol is a language with a grammar and a vocabulary
developped by a linguist and developed here on this list among
people who use it to translate existing literature, express a
wide range of thoughts and feelings and to argue through
grammatical confusions.

Klingonaase is a small collection of words and phrases made up
by fiction authors with no linguistic background. It is usually
presented as phrases in the middle of English sentences in
books. Period. Most of the words are nouns. It is not nearly a
language. Period.

Some question whether tlhIngan Hol is a complete language, but
the simple truth is that any argument in that direction can be
applied much more irrefutably toward Klinganaase, which is not
a language at all, but just a mystical collection of words and
phrases with no grammar and not so much as a single complete
sentence.
