Why not????
(I don't claim to be a legal expert, but I have read extensively in
order to handle software properly.) The Klingon rhyming dictionary is
a derivative work: primarily the dictionary portion sorted differently.
Uploading it to a publicly accessible FTP archive would allow copies
to be made by those who didn't buy the book. Thus the person
uploading (and possibly those running the FTP site) liable for
copyright infringement. If we respect Okrand's intellectual rights,
he may be more willing to "work with us."
I vote for trying to get permission to put the work lists (lexicon?)
on-line.
