This is my opinion:
There is no justification in TKD for any punctuation of any
kind in any setting. There is also no explicit ban on
punctuation. The small card that came with the Power Klingon
audio tape DID use punctuation.
This list DOES use punctuation. It is fine to use it HERE. Do
not assume that the use of it HERE means that it is acceptable
in any OTHER setting where Romanized Klingon is used (as
opposed to pIqaD). Maybe it is, maybe it isn't. This will
probably be a question arbitrarily resolved by whatever forum
you may be using to share the language.
