I believe you are both right, in that 'ejyo'waw' suggests a connection to Starfleet, and that not all starbases are space stations.

Three examples of known ground-based starbases:

Farpoint Station:
"the [Dominion] starbase on Trelka V":
Starbase 11:

...and a few that are presumably gound-based:

Starbase Montgomery:
"the starbase on Otar Two":
"the starbase on Zayra IV":
Starbase Earhart:

Some starbases are located on planets and some are on space stations.  IIRC in TOS Federation starbases were usually commanded by Starfleet commodores {totlh}.

We don't have any examples of {'ejyo'waw'}, but we do have two examples of {tengchaH}:
