My guess is the languages taught in the institution, the top immigrant languages of the region, and Klingon for laughs. 'ach jIQochbe': tetlh vIlegh vIneH je.

That makes me wonder how Klingon made it into a list containing just
18 languages.

At first I thought perhaps the list included all languages that have
an ISO code or something.

Now I wonder what the other 17 languages were, and what the criteria
were for selecting precisely those languages.
