I think he means {veng mach'e'} "small city (as topic)" in the sentence 
below.

Sure, you can do this. TKD p. 50: "If a Type 5 noun suffix is used... it 
follows the verb..." {veng tInDaq} "in the big city" When did this 
become questionable?

It's not acting as an adjective here, just as a location for the
whole sentence.
