"An officer in rank next above a colonel, and below a major general. He 
commands a brigade, and is sometimes shortened simply to brigadier." 
(STC:KLS [N.B. non-Okrandian definition!])

This is likely the Army equivalent of a Navy commodore {totlh}:  "Military 
ranking, usually above captain and below admiral." (KLS)

Never used in canon.

KGT 197f.:  When addressing such a person, the title is left off only when 
the occasion is decidedly nonofficial.

Trek notes:

AFAIK the only known Klingon brigadier is Azetbur's advisor Kerla (ST6).
