It's correct, though you're right about the locative suffix seeming out 
of place. This is a result of the migration of Type 5 noun suffixes to 
an adjectivally acting verb — you're used to it.

You wouldn't have any grammatical issues with this:

	jagh'a' ghomlu'pu'bogh tIch qoH neH
	Only a fool insults an encountered arch-enemy.

The {-'a'} on {jagh} doesn't seem out of place but the {-Daq} on {qach} 
does. But there's no rule migrating Type 5 noun suffixes to the end of 
any noun phrase, only adjectivally acting verbs.
