He didn't create *all* of it, but TKD and KGT were published by Pocket
Books, a division of Simon & Schuster, who are the publishers of all
official Star Trek books. As a result, Okrand's writings have no less claim
to wider Star Trek canonhood than video games released under the Paramount
logo. Anyway, in writing about Klingon, Okrand *has* created a lot about
Klingon culture, and has filled in a lot of the gaps in the writings of
other authors. It's impossible to say that any one person "wrote the Klingon
culture", but I think Okrand has contributed as much as anyone else (and
more than most). From a purely linguistic point of view, I think Voragh's
derivation of {Hur'Iq} from {Hur} is perfectly reasonable; regardless of
whether the Hur'q were insectoid or not, I think {ghew} is a bit of a
stretch phonetically.
