Of course, it could also be the case that the targ *is* beside the
river, doing something other than sitting.

"No. The targ is *standing* beside the river."
If you just want to ask about the targ's location, using a "pronoun-
as-to-be" is the proper way to do it. {bIQtIq retlhDaq 'oHtaH'a'
targh'e'?}
