HIvqa' veqlargh! Well spotted. And it appears that {-Ha'} is modifying
{-rup} here too, not {Hub}: "the user is never unready to defend
himself/herself".
In sum, Klingon doesn't follow the rules 100% of the time. Everywhere a rule
says "never", "always" or "all the time", prefix "almost". :)
