Nice to see that some of the news articles are giving Doohan his due:

Doohan created the Klingon language introduced in the first Star Trek
movie, 1979's ``Star Trek: The Motion Picture,'' according to the
director's edition DVD of the film. His original sounds were expanded
and used to translate William Shakespeare plays and the Bible.

Doohan is also credited with creating the germs of the language for
the warlike race of Klingons in "Star Trek: The Motion Picture." The
few phrases and sounds he started later became a full-fledged fantasy
language with The Bible and several Shakespearean plays being
translated into Klingon.
