The UTA doesn't know the rules of Klingon grammar, but it can translate 
(not always correctly) several words at once - in English word order - so 
it can save you time looking them up separately.  An example:

   ENGLISH: Where do you keep the chocolate?
   KLINGON: nuqDaq ta' SoH pol [the] yuch
   VULCAN:  [Where] [do] [you] [keep] [the] [chocolate]
   ROMULAN: [Where] raed'aeusnnta'jhiy [you] ihdhueeerr'unhr ehdhihss 
[chocolate]

The site itself warns:

   The UTA program does not - CANNOT translate. All it does is map words
   from one language to another. [....] Grammar *really* does matter. UTA
   can be a good program, for amusement, or automated word lookup. NOT
   translations.
