It doesn't make much sense to me (?"reigning surrounding sir"?), but here're
a couple of wild guesses:
bodyguard (the 'sir' who 'surrounds' the person who 'reigns/presides').
border patrol (the 'sirs' who 'surround' the 'reign')
Without some kind of context, any number of other guesses, equally wild, are
possible.
