The first of those meanings can be used in two distinct ways.  It can mean
to approve or accept a document, or it can mean to assert or advertise
ownership.  Only the first is implied by "sign (a treaty)"; the second
would be something like "sign (a message)".  Maybe both are valid uses of
{qI'}, but a strictly cautious viewpoint wouldn't make that assumption
without more information.
