As used in canon:

   bInep
   You lie. You're lying. TKD

The derived noun is {nepwI'} "liar":

   nepwI' Daba'
   He is obviously lying. TKD

which was used, correctly, in TNG "A Matter of Honor":

   yIHarQo'!  nepwI' ghaH.
   Do not believe him! He lies. [i.e. "He's a liar."]

(Simple, sure, but it's too bad that all the writers' Klingon lines weren't 
this good!)

Cf. also {lay'Ha'} "break one's word", {lach} "exaggerate" and {mIy} 
"brag".  An antonym is {vIt} "tell the truth".
