{tlhIngan maH} has a verb. It's the pronoun {maH}. {HIja'} is a complete
utterance, and in some sense could be called a sentence, but only in a very
broad sense, and not in the sense we normally think of, i.e., the much narrower
sense of subjects and predicates.
