I've been wondering about this also for a long time, and then I decided for myself that I'll adapt it to
the following word, as many other
languages do:
I use {'a} when the next word starts with {ch}, {S}, {tlh} or similar, because it's difficult to say
{'ach chuch...}. It's easier to say {'a
chuch...}
Of course, this is not a canon rule, but it makes sense.
As long as we don't know more about it, I'll continue to do so, since they seem to be interchangable.
