I assume the former.

Lawrence Schoen published Okrand's notes for Klingon lines (and English 
subtitles) from an earlier draft of the ST5 script which were omitted in 
the final cut in HolQeD 8.4.  IIRC they were presented in order, but 
without context.   Here they are marked by [square brackets]:
