in other words, you can sound out the words.  being able to pronounce russian 
words in cyrillic is good.  however, in no way can such ability be called 
reading.  (and MOCKBA is pronounced "maskvá", with 's' instead of 'z'. and 
"soyuz" with a 'z' instead of 's' and optional 'y' for 'j', depending on 
transliteration scheme.)
