Try a recast :
{qen peDpu'}
"It has snowed recently."

To my mind, that implies that snow is still on the ground. If you want to
say that the ice is melted (a special case, IMO), then you would explicitely
state that:

{qen peDpu', 'ach tlhoS tet *chuch qutHommey* Hoch}
"It has snowed recently, but all of the little ice crystals have almost
melted."
