When people have no fear of what they should fear.
What they really fear will come on them.
Do not constrict their living space.
Do not reduce their means of livelihood.
If they're not pestered they will not get weary.
Therefore the sage knows himself but doesn't flaunt himself.
He loves himself [B] but does not exalt himself.
He chooses what truly has value,
spurns what only seems that way.
[A] Since the first two lines may be difficult to parse, the following
explanation may be useful to some readers:
<<nuvpu' ghIjbe'DI' vay' luHajnISbogh>>:
SUBJECT: <<vay' luHajnISbogh>>
VERB: <<ghIjbe'DI'>>
OBJECT: <<nuvpu'>>
When: {-DI'}
something which they (i.e. people) need to dread:
{vay' luHajnISbogh}
does not scare: {ghIjbe'}
people: {nuvpu'}
<<chaH SIchchoH ghIjqu'bogh vay'e'>>:
SUBJECT: <<ghIjqu'bogh vay'e'>>
VERB: <<SIchchoH >>
OBJECT: <<chaH>>
Something which really scares them: {ghIjqu'bogh vay'e'}
will reach them: {chaH SIcHchoH}
[B] Though {muSHa'} is used here to mean "love", it remains unknown what
{muSHa'}, literally "un-hate" or "dishate", really means.
