I don't find it odd at all that tlhIngan Hol has <'> indicating a glottal
stop.
The Hawaiian language also uses <'> (an okena) to indicate it.
It seems quite natural.
And the pronunctiation of words that begin or don't begin
with one sound the same as far as I can tell.
So <'a> and <a> should sound the same.
In tlhIngan Hol; it seems; it is merely a place holder
so that NO words start with a vowel.
