/Hochlogh/ is an adverbial that represents an emphatic form of the Klingon word /reH/.  /reH/ means "always," but to say this word with a bit more emphasis to it, say /Hochlogh/ (literally the word "all" with the repetitive suffix for numbers attached - /logh/).  A better translation would be, "all times, always (emphatic)."
