Hm, interesting question... :-)
I feel like {cha} is plural, so we need to use this as plural, and {peng} is singular, so the proper use is singular only.
Regarding this, I don't see a difference between {peng tIbaH} "fire them one torpedoe" and {pengmey tIbaH} "fire them
one torpedoes".
Just my opinion, let's discuss it!
