I asked Nichelle Nichols about that a few years ago. She said that
either the producer or director wanted a moment of humor to adjust
the flow of the story's pacing. She was very upset, because she KNEW
that her character was fluent in tlhIngan Hol (and many other
languages)...

...and that she'd memorized several pages of ta' Hol for the scene
this replaced (!).

It not only forced her to throw out some extensive effort (and add
more memorization), but it apparently shortened her part in the
movie. She seemed to feel that Uhura was trivialized by the scene, in
several ways.

She was able to repeat some of the lines (still understandable,
although not memorable), and her 'accent' was certainly better than
the 'Morskan's [Uhura growls GOOD].

That was then, 'enterpray' is now. Things have gotten much worse,
Rome is in the hands of the Vandals:
