If you mean "Scientists planned procedures which make interesting things",
then this is fine.
If you are talking about only one "procedure", then the prefix on the verb
{nab} should not be the null prefix. If you want to say "they planned a
procedure", then you would use the prefix {lu-} ("they - it"):
{...mIw lunab tejpu'} "Scientists planned a procedure..."
