whether a language is svo, ovs, or whatever depends on its BASIC structure.  
russian often uses an ovs sentence structure but it is an SVO language.  
OVS is virtually unheard of in human languages, but it does seem to occur in 
a very few cases. and for reasons we can only speculate upon, 
extraterrestrial languages often seem to be OVS.
